Why is the recent/name/list control bar for documents hidden?

On a Mac without a trackpad, how is one supposed to get this bar visible? I happen to have a trackpad for all of my devices so I can get to it, but why do you hide it at all and require a trackpad to make it visible?

Is there some way to make this visible without a trackpad?

Agree - for iOS (I don’t have a Mac). Why is it hidden there? Some users will never find it. It doesn’t take away much space.
