Can I extract a table of contents as a mind map format?

I have pdf files with detailed table of contents.
I want to extract them as mind maps.

In the excerption setting, there are an option (grouped by table of contents) which does similar thing, but files have so much items in each tables so it is hard to make a tree by manually excerpting each items in the index.

Can I extract table of contents as a mind map format in better way?
